Non-Academic Requirements

Students registered in programs with a placement component are required to submit Non-Academic Requirements (NARs).

The submission deadlines for the term can be found on the NARs Deadline tab below.

The Non-Academic Requirements have been agreed upon between the college  and our placement sites as a condition of placement, and any student who has not fulfilled these requirements by the deadline will not be permitted to participate.

NARs Requirements

Personal Support Worker (PWT)

Step 1:
A valid co-op work permit with conditions allowing you to work in jobs which require a medical exam.

To apply for a co-op work permit along with your study permit, you must meet the following eligibility criteria:

  • Your program of study must require a work placement or internship in Canada.
  • The work placement or internship must be an essential part of your program of study.
  • Your co-op work placement must not exceed 50% of the total program of study.
  • You must have a letter from your school that confirms all of the above information.

If you meet these eligibility criteria, you can apply for your study and co-op work permits together as soon as you receive your letter of acceptance from Fleming College Toronto. Follow these steps to apply:

  1. Visit the IRCC portal and start your Study Permit Application.
  2. Before completing your application, take an upfront medical exam with a panel physician. Find a panel physician near you by using IRCC’s directory on this page.*
  3. In the portal, you will be asked if fieldwork is a mandatory component of your program. Answer yes to be taken to the next step.
  4. This will result in you being required to upload the LOA along with the co-op letter from FCT to your IRCC application portal (this letter is available on page 4 of your LOA).
  5. Upload the following documents to the IRCC application portal: LOA, co-op letter, upfront medical exam results, and all other necessary documents needed to apply for your study permit.

*A medical exam can be taken after enrollment, but we highly recommend that you do it before in order to avoid any problems that could result in expulsion from the program.


Step 2:
Proof of immunization and medical tests are required for the placement component of the program.

It is recommended that you start the process early!

Out of country vaccination records will be accepted. When submitting vaccination records, ensure that the information is clear and translated into English. Upon your arrival to Canada, please book an appointment with the Placement Coordinator to have your documents reviewed. The coordinator can assist you to complete the requirements.

Students must provide proof of the following immunizations/medical tests:

  • Tuberculosis (2-Step TB Skin Test)
  • Measles, Mumps, Rubella (MMR)
  • Varicella (Chickenpox)
  • Tetanus and Diphtheria
  • Polio
  • Hepatitis B
  • Covid 19
  • Influenza (Flu)

To confirm if your COVID 19 vaccination will be accepted in Canada: COVID-19 Vaccines: Approved In Canada

If your COVID-19 vaccine is not found in the above link, please book an appointment with a local pharmacy. A minimum of two doses are required to be eligible for a placement. Please note, according to the Ministry of Health, there is a recommended wait time of 56 days (and minimum 28-day wait) between doses so plan ahead to meet the NARs deadline.

Some placement sites require a booster COVID vaccine, which can only be administered if you have obtained two Canadian approved COVID-19 vaccines. Please note, according to the Ministry of Health, there is a recommended wait time of 168 days (six months) or a minimum of 84 days (3 months) after the last dose of primary series.

Step 3:
It is mandatory that you provide a Vulnerable Sector Check (VSC).

  • You will require two pieces of valid identification to submit your application.
  • Proof of Canadian address is required for submission.
  • Must be submitted through your local Canadian municipal police station as per your Canadian residential address.
  • An additional waiver may be required in some municipalities.
  • The process can take some time, so it is recommended you apply as soon as you have the required information.

Step 4:
A valid Canadian First Aid and a CPRC-C course.

  • Canadian First Aid certification is valid for 3 years.
  • CPR-C is valid for 1 year and must be up to date for the completion of each placement component.
  • If you have a CPR certificate in Canada, contact placements@flemingcollegetoronto.ca to verify that you can use it.
  • If you don't have a valid CPR certificate, you can attend a CPR course on campus. FCT will contact you with more information about this on-campus CPR course closer to your start date.

Step 5:
Mask Fit Test

  • Disposable N95 masks are used by students on health placements to ensure no bacteria or infections are passed between students and patients. The appropriate fit size and type are essential, so you must be fit tested.
  • Mask Fit Testing will be provided by the college on campus and is included in your tuition fees.
  • FCT will contact you with more information on this as required.

Step 6:
WSIB Letter

  • Students participating in placement as a part of an approved Ontario college program will be automatically provided Workplace Safety Insurance Board (WSIB) coverage by the Ministry of Colleges and Universities (MCU) while on placement.

Synergy Gateway Inc.

Synergy Gateway Inc.

Fleming College Toronto has partnered with Synergy Gateway Inc. to provide support and clearance for pre-placement requirements. To have your documents validated you will be required to book an Electronic Requirements Verification (ERV) review through Verified, a proprietary platform that is used by students across Ontario for the purpose of digitally collecting placement requirements and documentation for verification. Log in details to Verified will be sent to your school email account once the system is up and running for our programs.

Your ERV Review

Be sure to review the list of pre-placement requirements and plan when and how you will be completing them. It is important to remember that some requirements may take an extended time to complete.

Once your access is activated, book an ERV review through your Verified account. For help on how to navigate Verified, please log in and go to Important Forms. There you will find user guides to assist you with the process.

You are encouraged to book your review early, even if you do not have all documentation in place. Do not wait until a week or two before the deadline to book your review; review times will fill.

Ensure all your pre-placement documents are uploaded to your account by 9:00 AM (EST) on the day of your ERV review. You do not need to be “present” on the day of your review – this is the date that Synergy Gateway retrieves your documents for review.

To avoid paying additional review fees, ensure all your documentation has been uploaded before 9 AM (EST) of your ERV review date. If documents are outstanding at this time, you will not be cleared for placement. If documentation is missing or a requirement is not complete, you will need to book a follow-up review for an additional fee.
